The procurement manager has accountability for the procurement function for OSS Project spend in the UK. They will be responsible for creating and implementing a strategic approach to supplier spend and supplier management within three business areas (Manufacturing, Factored Solutions and Construction), with the goal of reducing supplier cost to OSS, rationalizing the supplier base, and increasing supplier quality, service, and compliance. You will be responsible for the negotiation of large and complex supply contracts and the commercial team in the negotiation of subcontracts whilst developing and implementing sound procurement policies. You will have a thorough knowledge and understanding of procurement concepts, principles, and practices to be applied in the engineering and construction industry, with experience in program management and project types including consulting, engineering, and design-build. You will understand how procurement functions integrate with other functions in the project delivery process.

Roles and Responsibilities

• The Procurement Manager will be a point of escalation and reviewer of contractual terms, risks, business cases and sign off for procurement activity as appropriate • Supporting commercial to strategically procure major sub-contracts agreeing scopes and terms agreeing KPI’S to ensure programmes are achieved on time and within budget (improving performance) • Negotiating effective deals with suppliers/service providers • Formulate, manage, and execute cost savings and innovation proposals for direct material supply and the subcontract supply chain. • Managing and continually improving the 3rd party Engagement process to align supply chain with business operations and audit • Ensuring supplier compliance in line with standard supplier on boarding and due diligence • Creation of an effective preferred supplier program and installation of organisational discipline and adherence • Implementing and leading active supplier performance reviews for all purchase and subcontract contracts • Understand supply base capabilities and market drivers • Develop and implement quick win opportunities • Develop agreed sourcing strategies – leveraging a Category Management Approach in liaison with the UK central procurement function. • Manage supplier selection and development • Ensure suppliers demonstrate capability to consistently supply goods and services to required quality and delivery performance standards • Minimise total cost through group leverage, market awareness, negotiating prices, contract terms and improvement programmes as appropriate • Where appropriate recruit, train, coach and lead the procurement buyers to support future business growth

Experience and Required Skills

• Significant procurement experience in engineering, construction, infrastructure, or similar industry • Bachelor’s degree in business, finance, or similar field • Strong Project procurement experience • Strong business results orientation and excellent business intuition • Good levels of proficiency in business computer applications including Excel skills • Possess a strong client focus, as demonstrated by a flexible and enthusiastic approach to work assignments and new learning opportunities • Ability to clearly articulate point of view orally and in writing; ability to quickly grasp business objectives and strategies and how service offerings support the attainment of objectives • Experience leading and implementing business change solutions • Experience at managing internal business relationships at a senior level • Thorough understanding of market and industry issues • High level of understanding of contracts, specification/ statement of work creation and supplier performance management • Knowledge of relevant ERP systems • A qualified member of CIPS and continuation of CIPS CPD • Strong interpersonal skills.
